No. Run them in parallel. Security hotspots still go first when exposure is live.

Who owns the SEE pass?

A named programme lead, with Cartographer weight in Counsel. Business owns the value case. Security still owns live exposure.

What if leadership only wants seats?

Show licensed versus active use and the missing value case. Point to Use it or lose it and offerings week-1 baselines.

How does NIST or ISO show up here?
