Framework versus Counsel
Tools are not judgment
Panes tell you what to look at. Counsel tells you how hard each lens presses for your organisation. A regulated bank and a design-led scaleup share panes. They should not share dials.

Chair to Pathfinder
Chair holds order and synthesis. Cartographer holds facts and gaps. Guardian holds risk and accountability. Steward holds value and spend. Pulse holds trust, fear, and joy. Over-dial risks
Guardian at 5 forever freezes innovation. Pathfinder at 5 without a fence breeds shadow AI. Steward at 5 without Pulse ignores trust. Balance is a quarterly choice.

Store them where work happens

Dials encode values. They are not a popularity vote among loud stakeholders.

Counsel does not replace Wave 0. It sequences judgment while you secure, evidence, cost, reclaim, and adopt. McKinsey’s State of AI 2025 gap between use and EBIT impact is a Steward and Chair problem as much as a tooling problem.
FAQ
Is Counsel a separate product?
No. It is how you run 12 Panes. Packages on offerings include dial drafts.
Do we need all six every time?
No. Solo mode is valid. Use full sequence for board-visible decisions.
How does this relate to NIST or ISO?
Counsel does not certify you. It helps you ask GOVERN and accountability questions that map to NIST AI RMF language and your GRC evidence.
Can facilitators change the member sequence?
Chair sets order for the decision. Default for seat expansion is facts, risk, value, people, options, close.
What if leadership wants Pathfinder only?
Show the worked example where Pathfinder still accepts Guardian fences. Ambition without preparation matches the failure modes Gartner describes.
