What shipped / what’s on the roadmap
Graph API — Copilot for Microsoft 365 usage (MRC 396562) — status Launched. Copilot usage added to Microsoft Graph for customised reporting and analytics. Metrics match the Microsoft 365 admin centre Copilot usage report: tenant-level enabled and active users, and last activity date per user (overall and per Microsoft 365 app). Tagged #copilotcontrolsystem. Preview September 2024 / GA November 2025 on the item — verify live.

copilotReportRoot: getMicrosoft365CopilotUsageUserDetail returns recent usage for users enabled for Microsoft 365 Copilot apps. Periods such as D7/D30 (v1) or D7/D28 (v2) aggregate windows. Version 2 adds prompt counts, active usage days, Copilot Chat work/web last activity, Edge, and Copilot Agent last activity. Licensed users only — unlicensed Copilot Chat usage is not in these Graph reports; use admin centre Copilot Chat usage, Purview audit, or Management Activity API exports instead. Requires Reports.Read.All and an appropriate Entra limited admin role for delegated calls.

- Separate licensed Copilot metrics from unlicensed Chat metrics in board packs.
- Review monthly under CCS measurement and reporting with Steward and Pulse.
Communication needed
FinOps + Adoption: reclaim vs coach narrative. Security: who may read reports. Comms: transparency with staff about measurement purpose.
