The Copilot Control System is Microsoft’s framework for securing, managing, and measuring Copilot and agents. If you only pin Chat and hope, you skipped Steady. CCS is where admin work becomes visible.

What it is

Learn defines the Copilot Control System as integrated controls for Microsoft Copilot, Copilot Chat, Microsoft 365 prebuilt agents, and agents built in Copilot Studio and published to Microsoft 365 channels. Three pillars:

  1. Security and governance
  2. Management controls
  3. Measurement and reporting

Controls live mainly in Microsoft 365 admin centre, Power Platform admin centre, and Copilot Studio. The AI Administrator role supports least-privilege admin without Global Administrator for many Copilot tasks.

What it does

Security and governance. Data security, AI security, compliance and privacy. Foundational and optimised controls via SharePoint Advanced Management and Microsoft Purview (licence-dependent): sensitivity labels, eDiscovery of prompts/responses, DLP for Copilot and agents, Insider Risk Management, DSPM for AI.

Management controls. Licensing and metering (including pay-as-you-go), agent lifecycle (inventory, sharing, pinning, DLP publish limits), and customisation. CCS is where agent inventory and requests are managed.

Measurement and reporting. Copilot Analytics for readiness, adoption, productivity impact, and business value narratives — use carefully; pair with your frozen value case rather than vanity dashboards.

Admins can pin Copilot Chat, manage image generation, control agent create/use, manage web search grounding, and remove Chat access where policy requires.

Why you should care

Board. CCS is evidence that Copilot is operated, not merely purchased.

CISO. Maps cleanly to Security and GRC panes; demand Purview coverage before broad Premium grounding.

CFO. Metering and licence controls prevent open-ended consumption.

Adoption. Measurement pillar supports coaching — not punishment — when paired with clear norms.

  3. Turn on foundational Purview and SAM controls before Premium seat expansion.
