Should we enrol everyone in Copilot Frontier for Excel Agent Mode?
Reddit and the roadmap are full of Agent Mode in Excel and other early Copilot agents. Marketing wants Frontier on for the whole tenant. What’s the admin control, and how do we pilot without turning preview into production by accident?

You’re right to treat Frontier as a release ring, not a free upgrade. “Turn on early AI for everyone” is how preview agents become yesterday’s production dependency with today’s support gaps.
Here’s what’s going on. The Microsoft Copilot Frontier programme is a tenant-managed, opt-in path for pre-GA Copilot agents and AI experiences. In Microsoft 365 admin centre: Copilot → Settings → View all → Copilot Frontier. Assignment is No access (default), All users, or Specific users (use Entra groups). Users need a Microsoft Copilot licence; unlicensed users don’t see Frontier features. Changes can take about three hours. Frontier agents in the Agent store are Built by Microsoft and tagged (Frontier) in the name. From 29 March 2026, newly published Frontier agents are limited to Frontier-enrolled users; older Frontier agents may still reach all Copilot-licensed users — so enrolment isn’t the only gate. Agent → Settings → Agent and plugin access must still allow Microsoft-built agents, and a blocked agent in Agents → All agents stays blocked regardless of Frontier enrolment. You can Install / Pin specific agents to pilot groups from inventory instead of hoping people find the store. Some Office-surface previews still ride Microsoft 365 Insider (Beta Channel) separately from Frontier. Related premium Word, Excel, and PowerPoint Agents in the Copilot app need a paid Copilot licence and Anthropic models enabled as a Microsoft subprocessor — disabling Anthropic hides those agents; that’s a model decision alongside Frontier, not the same toggle. Frontier experiences are preview: may change or stop, personal data processing under DPA preview terms, and Learn notes HIPAA BAA coverage is not included for Frontier experiences.
Steady before scale means Wave 0 pilots on named cohorts. Schofield’s First Law (historically attributed): don’t put the organisation on a preview path you can’t exit cleanly when Microsoft retires or renames the feature.
Options that actually work:
- Leave Frontier on No access; enrol a security-group pilot. Validate Excel Agent Mode / Frontier agents with makers and a business cohort, collect feedback, then widen. Best Steady default.
- Enrol Specific users + Install/Pin only the agents you want. Faster adoption for the pilot without opening the whole Frontier catalogue.
- All users because “everyone wants Agent Mode.” Preview terms, support expectations, and possible Anthropic/model prerequisites hit the whole tenant at once. High theatre, high cleanup cost.
- Assume Frontier alone enables Word/Excel/PowerPoint Agents. It doesn’t replace Copilot licensing, Microsoft agent allow-lists, or Anthropic subprocessor enablement where those agents require them.
12 Panes action / comms: Tell Adoption: Frontier is a pilot ring — label it in training. Tell Security/GRC: Preview ≠ production SLA; record Frontier in the AI register. Users: (Frontier) in the name means early access — don’t build critical processes on it yet.
Benefits / risks: Controlled early access buys readiness and feedback; preview features change under you; Insider channel for desktop apps is a second moving part; model providers (e.g. Anthropic) may be required for some agents and carry separate residency decisions. Verify Learn and Message Centre for what your tenant actually sees.
I’d suggest this week: keep Frontier at No access or one Entra pilot group, pin at most two Frontier agents for that group, confirm Anthropic/model policy separately if Office Agents are in scope, and put a 30-day go/no-go on the steering agenda. You’ll get Excel Agent excitement without preview sprawl.
