Can we see agent reporting in the Agent 365 Dashboard without buying Agent 365?
Roadmap 575292 says the Agent 365 Dashboard in Viva Insights will show insights on Microsoft platform-built agents without an Agent 365 licence. Our CFO wants agent sprawl numbers before approving any more spend. Is this real, what will it show, and who in the business will be able to see it?

Wanting the numbers before the spend is exactly the right order. Most agent programmes buy the control plane first and then discover nobody can say how many agents are actually in use.
Here’s what’s going on. Roadmap 575292 (Copilot Analytics – Agent 365 reporting availability for Microsoft platform agents) is In development on the MRC with general availability targeted for October 2026 (Worldwide; Web). The description says customers will be able to view agent insights in the Agent 365 Dashboard in Viva Insights without an Agent 365 licence, covering Microsoft platform-built agents in one consolidated picture, with context on who built each agent and why.
Be careful which document you quote to the CFO, though. Learn’s Connect to the Agent Dashboard (preview) page still says the Agent 365 Dashboard needs the same licensing as the Copilot Agent Dashboard (at least 50 Microsoft Copilot licences assigned and agent activity) plus Agent 365 licensing, and that the All agents toggle won’t appear if you don’t meet that. The roadmap is ahead of the docs. Until Learn catches up and the toggle actually appears in your tenant, treat 575292 as “coming”, not “bought”. Note too that the 50-licence Copilot floor is not mentioned as going away.
What the dashboard does today, per Learn: the Agent Dashboard has two views. The Copilot Agent Dashboard covers agents used within Microsoft Copilot, with Copilot Credit usage and six months of history. The Agent 365 Dashboard covers sessions and active users for supported agents across Microsoft 365 apps, with history starting from when your organisation accepted the Agent 365 terms. Both include agents built in Copilot Studio, SharePoint and the Microsoft 365 Agents Toolkit, whether built by end users, published by your organisation, or made by Microsoft or third parties. The overview page breaks active agents down by creator type, which is the sprawl evidence your CFO is after.
Who sees it matters more than what it shows. Learn says the dashboard is on by default. In qualifying tenants (at least 2,500 Entra ID users, mostly one reporting line) senior leaders in the top three levels get automatic access, along with Global administrators and managers already enabled for team-level Copilot Analytics, and anyone with access can delegate it. Agent names and group metrics are hidden below your minimum group size. The AI Administrator can turn the dashboard off, or exclude non-public agents (creator type Your org or user) from the Agent 365 view, through Viva Feature Access Management (VFAM).
This is the Third Law with an org chart attached: the easier it is for leaders to see agent data, the easier it is for someone else to see it too. A free view is useful, but it is still a reporting surface over people’s working patterns.
Options that actually work:
- Baseline with what you already have. Use the Copilot Agent Dashboard view and the admin centre agent usage reports now, so you have a before-picture when 575292 lands. Best Steady path.
- Pre-agree the VFAM settings. Decide with HR and the DPO whether non-public agents appear in the Agent 365 view and who gets delegated access, before the toggle shows up rather than after.
- Treat 575292 as evidence for the Agent 365 business case, not a replacement for it. Learn still positions advanced observe, govern and secure controls under Agent 365; a free report on Microsoft platform agents won’t cover everything.
- Wait for the free view and do nothing until then. Cheapest, but you lose months of trend data and walk into budget season blind.
12 Panes action / comms: Tell Finance: 575292 promises Agent 365 Dashboard reporting on Microsoft platform agents without an Agent 365 licence (GA Oct 2026, in development); Learn still lists Agent 365 as a requirement, so verify in-tenant before you rely on it. Tell the DPO: The Agent Dashboard is on by default with automatic leader access; agree VFAM scope and delegation rules now. Tell IT: Check the All agents toggle weekly from late October; record when it appears. Leadership: We’ll have sprawl numbers before we commit to more spend.
Benefits / risks: Agent counts by creator type with no extra licence (once live); minimum group size protects small teams; roadmap and Learn disagree today; history in the Agent 365 view may only start from when terms are accepted; automatic access and delegation can widen the audience faster than you planned.
I’d suggest this week: capture a baseline from the Copilot Agent Dashboard, write down your VFAM decisions (on/off, non-public agents, who can delegate), and set a calendar check for the All agents toggle. That way the free view, when it arrives, lands in a governed place.
